What release did you notice this on? It worked fine for me on Vivid.

 $ sudo /etc/init.d/ssh stop
ssh stop/waiting
[ 8:27AM ] [ bdmurray@impulse:~ ]
 $ ssh localhost
ssh: connect to host localhost port 22: Connection refused
