It is not possible to vertically align rotated text to Top or Center (any longer). Please see attached demo spreadsheet. This is a regression. The problem appeared some time in September or October 2010, or when chaning from Ubuntu Lucid to Maverick (not sure exactly when). My existing spreadsheets started having invisible values!
