OpenMovieEditor in Ubuntu is outdated, latest upstream version is 2009-01, you can install latest version from this repository:
https://launchpad.net/~fabricesp/+archive/ppa/+packages

Also I've noticed, that there are no news about OpenMovieEditor since 2009 Summer (see http://news.openmovieeditor.org ), maybe you should use more actively developed video editing tool, like OpenShot?
You can install latest OpenShot version for Ubuntu 10.04 or Baltix 2010 from official Baltix GNU/Linux repository:
