"Could not connect to server" displayed when the HTTP_PROXY environment variable is set

Bug Description
After upgrading to the precise version, when viewing the "Get Add-ons" screen in the main menu, it says "Could not connect to server". However tcpdump doesn't show any attempt to make any outgoing connections that I can see.
It doesn't seem to like my http_proxy for some reason. If I unset http_proxy, then it works.
brian@andean:~$ echo $http_proxy
http://
The proxy works fine for other programs.

I've tested this on a fresh Precise installation and it works for me - maybe the server was just temporarily down.
Could you please check if you can reach the address <http:// trainsimframewo rk.org/ common/ packages. dat> from your Web browser?
