Sorry for not stating this clear early.
The "guest customization" does NOT require any other packages installed in VM except open-vm-tools, and "guest customization" isn't a systemd service triggered, this is unlike cloud-init. So we suggested adding the -extra package as dependency of open-vm-tools if possible.

I'm updating "guest customization" to skip hardware clock change when hwclock command is not available, but customer on the released vSphere versions, they will face customization failure on Ubuntu Mantic if they customize hardware clock.
