You can see lines in each of the attachments like:
[ 315.668747] cloud-init[1584]: ==== Adding mytap0 ====^M
[ 316.726647] cloud-init[1584]: ==== Removing mytap0 ====^M

That adds the interface and removes it (and udevadm settles), which would have triggered the bug.
