Hardy have necessary codecs in the ffmpeg package, it was splitted for intrepid, see this bug report:

As you can see in my PPA, I was able to built those plugins in opal-3.4 - 20081001v01hardy6:
    * libopal-3.4-plugins-h263-1998 Open Phone Abstraction Library - successor of OpenH323
    * libopal-3.4-plugins-h264 Open Phone Abstraction Library - successor of OpenH323
    * libopal-3.4-plugins-ilbc Open Phone Abstraction Library - successor of OpenH323
    * libopal-3.4-plugins-mpeg4 Open Phone Abstraction Library - successor of OpenH323
