Ehh, no.
Since 1.7 branch, Ogre doesn't depend of CEGUI lib.
So, if you want use that libs you should download, compile and install
by yourself.

Ok, you should keep in mind that oneiric still isn't a stable release
and until October it will suffer hundred of changes in his
repositories.
If after several weeks haven't yet been removed Ogre 1.6.4 packages,
maybe you should report a bug for that issue.
