This bug seems to have been fixed ever since I've had Ubuntu 10.10 (64-bit) installed.
I can play them games in fullscreen - Supertuxkart and Trackballs - without the bottom part being "chopped off".
Hopefully I won't have to file the same bug report in the next version of Ubuntu.
