I'll add some informations I think could be useful.
My conf :
Kubuntu 13.10, KDE+Openbox (no compiz), Geforce 8400 GS, Nvidia driver 304.88.
Two screens : Primary : Idek Iiyama PL2206W on DVI, 1680x1050@59.95Hz
Secondary : Samsung SyncMaster on VGA, 1280x1024@60.02Hz
I can see clearly tearing in VLC. But what's interesting is that I can see tearing in the primary monitor and not the secondary if the output of VLC is set to GLX, and I can see tearing on the secondary monitor but not the primary if the output is set to XVideo.
