I would recommend that the only criteria to take into account when setting bug importances is their impact alone.

If the OS renders their system broken, most people told me that they will simply quit it. Most of them that I have installed Ubuntu don't understand workarounds written in English.

The official documentation is broken and outdated, because one or two people are preventing it from changing.
