/etc/xorg.conf.d hangs x11

Bug Description

Binary package hint: xorg

I created an /usr/lib/X11/xorg.conf.d/20-logitechmouse.conf file, and it is working fine, but since a configuration file does not belong in the /usr directory, I tried moving it to /etc/X11/xorg.conf.d/20-logitechmouse.conf.

When I do so, the gdm screen is useless, not responding to my mouse or keyboard.

According to google searches, fedora supports the /etc/X11/xorg.conf.d, can we get this supported in Ubuntu?
