'Apostrophe' + 'c' keys does not produce the 'ccedilla' symbol, it produces the 'cacute' symbol instead

Bug Description

In unity, the composition of 'Apostrophe' + 'c' gives me ć (the gtk+ mapping) instead of ç (the usual mapping configured for my keyboard and the default behaviour for all other applications).

Now with HUD this is really annoying because I can't get choose important menu itens like, for instance, 'options' (written as "opções" in pt_BR).

For me, both c+, (c and comma) and c+' (c and apostrophe) produce ç (c with cedilla), which means that there is no possibility of entering ć (c with acute) with composition, as far as I can see, and it adds inconsistencies (composing with apostrophe to produce acute versions generally works well).

I should probably add that I am on Ubuntu 12.04.1 with Unity and using a German keyboard layout, but the US English keyboard layout (US International, alternative) seems to have the same problem.

Also, activating dead keys, using acute plus c, I get "ç", not "ć".

(Should this go to a different bug, or is this a c plus something bug?)

The problem is that I'm using the system in pt-BR (Brazilian Portuguese), where c+' gives ç in any other application. I think that unity must respect the locale chosen and be consistent with all other applications.

I also have the opposite problem (like Bernhard). See bug #1016259
