Hope this helps if someone has the same problem:
After getting the above error, put an exit 0 in the second line of /etc/init.d/ntp-server
Then do an dpkg --configure -a which should then happily configure ntp-simple, thus creating the user
Afterwards, remove the exit-statement from the initscript, /etc/init.d/ntp-server start and everything should be fine :)
