This happens when the network takes a little while to come up, it's especially
common on 802.11g wireless cards which need firmware uploaded to them (so takes
a few extra seconds). As this all happens in the background, it's possible for
the network card to not yet be ready by the time the ntpdate init script runs.

For dapper I'd like to move the ntpdate script into if-up.d so it happens when a
network interface comes up, rather than on boot.
