Here is a patch that works in conjunction with the previous patch.

If the ntp daemon is running already it is simply restarted (previous patch includes syncing ntpdate and setting the hwclock in the init.d script).

If the ntp daemon is not running already ntpdate-debian is called and the hwclock is set BUT the ntp daemon is NOT started.
