The "real" dnsmasq command line is:
/usr/sbin/dnsmasq -x /var/run/dnsmasq/dnsmasq.pid -u dnsmasq -r /var/run/dnsmasq/resolv.conf -7 /etc/dnsmasq.d,.dpkg-dist,.dpkg-old,.dpkg-new
I think that NM would just need to update /var/run/dnsmasq/resolv.conf instead of creating+updating /var/run/nm-dns-dnsmasq.conf, and it wouldn't need to restart dnsmasq nor even SIGHUP it. Or would resolvconf update that file? Not sure about the NM/resolvconf cooperation...
