Indeed 0.6.4-6ubuntu3 broke things, but they were fixed in
network-manager (0.6.4-6ubuntu5) feisty; urgency=low
* Partially revert 0.6.4-6ubuntu3, but if we find interfaces which are disabled, we assume we are always online to avoid trouble when people have advanced and semi-advanced setups.

Can you please upgrade to the latest Feisty packages and check again?
