Mathieu Trudel-Lapierre thank you for working with me on this bug. Regarding attached var/log/syslog I turned of the wireless hardswitch, plugged in the ethernet cable, restarted the computer, unplugged the ethernet cable, turned on the wireless hardswitch, performed sudo stop network-manager, waited then performed sudo start network-manager, performed rfkill list, then copied var/log/syslog. Wireless networks did not populate at any point during this process.
