I don't know, but I just checked the German mirror, and it's there:
http:// de.archive. ubuntu. com/ubuntu/ pool/main/ h/hal/hal_ 0.4.7-1ubuntu15 _i386.deb
so it should be on archive.ubuntu.com, too.
