Can you make sure you are not running any other network-manager front-end? For example check, if you have only one knetworkmanager running, also check, if there is not running service called "EXPERIMENTAL NetworkManager user ...".
Try command "nm-tool", it should show some networkmanager information.
And finally you can try to backup and remove configuration files.
