Can confirm this problems. After start-up, networking is disabled. I can enable it using plasmoid (in maverick) but it wont work (it wont show any possible connections except saved connections). Restarting KDED module will probably help, but I haven't tested it for a longer time.

How to reproduce:

1. suspend to ram
2. shut down computer (hold down shutdown button or disconnect all power sources)
