Confirmed in Kubuntu/Xubuntu/Ubuntu Feisty. I upgraded to the Gutsy wireless-tools 29, which doesn't make any difference.
This is an -extremely- important bug and it needs to be addressed, since it seems to have been a problem through several versions of Ubuntu.
In order to make my wireless work at home with our hidden network, I have had to come up with workarounds that don't seem to work consistently, since this problem is inherent in the kernel and wireless-tools. I have uninstalled Network Manager, turned it off and other things, but would prefer to use Network Manager, as it works very well in Debian Etch.
