Yep - I've tested here by taking down my loopback interface and removing it from /etc/network/interfaces, and restarting network-manager brings loopback right back up, without communicating with ifupdown (and therefore, without emitting the crucial 'net-device-up' signal).

I think this is a real bug in network-manager that should be addressed for Lucid; reassigning.
