If you login using some user (user1 per example), you'll find the network manager applet in the upper-right corner.
login using another user (user2) without logging off user1, you won't find network manager applet. go back to user1, log off and then go back to user2. You won't find it either.
You have to login of both user1 and user2, and then re-login to be able to deal with networks.
