Same problem but a startup.
Can confirm almost the same problem on a Dell Inspiron 1520 (iwl3945). Have to wait from 30s to 3min before connection is done. Happen on my WPA encrypted network with only this laptop. Non problem with others and apparently no problem with this laptop on another WPA network (needs investigations to confirm).
