Marking against NM since last time this regression occurred, it was NM ignoring the keyring, while there've been no other bug reports in the last few days that I've seen regarding the keyring ceasing to function.

Can you tell me, what version of network manager is installed?
dpkg -l network-manager* | grep ^ii
