I had the same problem other people described in this bug report, but after accessing the password tab under "Accessories -> Passwords and Encryption Keys", and selecting "allwasy allow" (or something similar), that solved my problems.
Note: I previously selected "Only allow for this session", which did not give access to the keyring by the applications when there was a reboot.
