network-manager 1.46.0-1ubuntu2 on noble causes IPv4 address removal when no DHCP server is present

Bug Description

I tried using a noble VM using a "host-only" network connection (which does not have a DHCP server).
After adding an IPv4 address manually (using the ip command),
NetworkManager retries activating the network connection, which removes the address that was previously added.

AFAIK, this does not happen on jammy.

Reproduction steps:
1. Create a host-only network connection
2. Leave it on Automatic in the NetworkManager settings panel
3. Add an IPv4 address manually using the ip command
4. Wait for the "Connection failed" notification
5. Check whether the configured address was removed
