As a workaround, open the installed app "Advanced Network Configuration"
Select Hotspot
Click the Gear button
Try changing Wi-Fi Security settings to something that works for you.
I was unable to duplicate your bug with 2 clients, an Android phone and an Ubuntu 22.04 LTS install. Both were able to connect to the hotspot without a problem.
