Nor does apt or synaptic seem to allow me to reinstall (as against remove) dnsmasq-base

I found a webpage that might be able to help (https://askubuntu.com/questions/17745/how-to-remove-a-deb-without-removing-its-dependencies) but I am worried about borking my system (and certainly I don't want to let apt remove all those packages).
