Same problem here, as stated in https://bugs.launchpad.net/ubuntu/+source/network-manager/+bug/1658921

Five computers (2 laptops and 3 desktops), upgraded from 16.04. No chroot. Comment #6 did the trick.

I can't believe this is tagged as "won't fix"
