First, it appears that NetworkManager doesn't handle the error well and retries without sleeping. Needs fixing.
Separate issue: Why is the error occurring on your machine? Why do you get "dnsmasq[30613]: failed to create listening socket for 127.0.1.1: Address already in use"?
