Steps to reproduce:
1. Deactivate all contexts (if there are any active) $ gdbus call --system -d org.ofono -o /MODEM/CONTEXT -m org.ofono.ConnectionContext.SetProperty 'Active' '<false>'
2. Disconnect device $ gdbus call --system -d org.freedesktop.NetworkManager -o /org/freedesktop/NetworkManager/Devices/DEVICE -m org.freedesktop.NetworkManager.Device.Disconnect
3. Activate a context $ gdbus call --system -d org.ofono -o /MODEM/CONTEXT -m org.ofono.ConnectionContext.SetProperty 'Active' '<true>'

What happens:
No Internet connection, even though the same context worked at startup

What should happen:
I should get an Internet connection
