It seems clear that therer are different causes of this problem. Sometimes it is about drivers, sometimes about NetworkManager itself. In my case, if I do a`sudo service network-manager restart`, NetworkManager do no attempt at connecting to any of the available wifi networks. I have to do that manually.
None of the workarounds mentioned above have worked for me.
