[mako] wlan0 state 'unavailable' after flashing

Bug Description

After flashing latest image from today, I noticed that on the first boot the wlan0 device has it state reported as 'unavailable' and thus no WiFi connection is possible.

urfkill verion: 0.6.0~20140708.110711.a0581f3-0ubuntu1

$ nmcli d
DEVICE TYPE STATE

wlan0 802-11-wireless unavailable

$ rfkill list

I also reproduced it flashing this morning's image with --wipe. Here's the output of urfkill's enumerate script and nmcli:

This (or a similar issue to bug 1321627) was impacting the wifi network setup on mako devices for smoke test with image 123. When I tried the workaround suggested in https://bugs.launchpad.net/ubuntu/+source/urfkill/+bug/1321627/comments/17, the wifi became active and useable
