Bug #1097002 is about wireless connections, are we sure it's a duplicate? By the way, I'm experiencing the same after upgrading to raring. I'm using an ETHERNET connection, though everything seems fine system-wide (syslogs, network manager and so on). To be able to connect, I have to

sudo service networking restart
