I tried deleting all the files in this folder:
/home/user/.local/share/keyrings

After doing this, I had to re-enter credentials the next time I tried to vpnc.

However, this did not resolve the issue; After a reboot (and first login), I still had to logout and then log back in before I could establish a vpnc connection via the Connection Manger.
