I still think it's a NetworkManager bug though, because NetworkManager knows that "use this connection only for resources on its network" without any DNS domains is a nonsensical configuration, and clearly more users are hitting the same problem and won't be able to fix their VPN servers. NetworkManager should set a DNS domain automatically when none are set.

This is actually quite similar to bug #1863041, and probably not specific to the openvpn plugin.
