In Russia (even in msk) LAN/MAN is primary internet access and in most cases it uses VPN for internet access, so when people install ubuntu, they cannot access internet.
Windows XP/Vista ships VPN support out of the box and ubuntu newbie think that Windows is more functional (at least user friendly). If there isn't guy who can help with network-manager-pptp installation, most likely user will stay on Windows.
