I can confirm that this bug is still present in Hardy.
There is several issues with the current network-manager-kde package:
1) Name-conflict in knetworkmanager_pptp.desktop
2) network-manager-pptp plugin has renamed many pptp options
3) network-manager-pptp plugin has changed dbus authentication
I fixed all these bugs locally the last day, and it was the first time I was looking and knetworkmanager/network-manager source, so they where pretty easy to spot.
I dont know if it is best to fix this in KDE svn(the 3.5 branch) or in the Kubuntu package, but I guess it doesnt matter since obviously no one from Kubuntu is maintaining this package..
