Looking at the menus shows that ALL submenus are affected (not only "VPN Connections"): "more networks" is also empty.
When that happens, the functionality is also reduced: "Connection information" doesn't do anything, "Edit Connections" doesn't do anything, nothing works.. I also cannot disconnect from my current WLAN.
