nm-applet doesn't show full menu

Bug Description

This is a continuation of https://bugs.launchpad.net/ubuntu/+source/network-manager-applet/+bug/965895, which has been closed because a fix has been released. I have upgraded to 0.9.4.1-0ubuntu2.2 (Precise) but the problem persists.

On logging in the full menu doesn't show. But somehow starting synaptic causes the menu to show up again. Also, the full menu does show on log in if the package indicator-application is removed (leaving ugly menus)

I'm experiencing the bug in 13.04 Raring, with network-manager 0.9.8.0-0ubuntu6 and network-manager-gnome 0.9.8.0-1ubuntu2

The bug still exists in 13.04 after an upgrade. The workaround still works.
