That script is already installed with network-manager as:
/usr/lib/NetworkManager/ifblacklist_migrate.sh

More important is making sure people understand that this is the reason
things are booting slow for them. I'm not convinced that normal installs
lead to 'auto ethX' in /etc/network/interfaces. Only installs that
started life without network-manager will have it, which is certainly
not the norm.
