Ubiquity 2.2.10
There are lots of characters in the oem-config UI that are showing up as squares with 4 numbers in them.

So it appears this is only happening on the netbook media. It's because ttf-wqy-microhei is not seeded by ubuntu-netbook. Installing that package resolves the issue.
