Search Google for openssl and gpl.

I am not the maintainer, so I am only speaking for myself here - I just
assume those threads are very much related and may answer your question...

With the latest release you should be able to simply do the following:

DEB_BUILD_OPTIONS=ssl debuild

(or even more automation with apt-source but I have no experience with
that).

The section about SSL in README.Debian should probably be updated to
include this info.
