It sounds like (and the logs would confirm this) that you had a fairly major problem during your upgrade:

I would try to complete the upgrade process by running:
sudo apt-get dist-upgrade --fix-broken
Hopefully this should resolve you original upgrade issue which in turn will fixup net-snmp.
