I'm unable to reproduce this bug, as well as bug 885991. The seccond screen in xorg.conf does not appear to work (see Xorg.0.log). I do have dual (physical) screens working great via xrandr and gnome-settings daemon. This is using fglrx-updates-12.104-0ubuntu0.0.1 and kernel 3.2 in precise.
