Affects me too, since I first started using Ubuntu (7.10, and by then it was worse, it used to effectively lock up Nautilus, at least now it doesn't). It's pretty annoying. For example, if one wants to go to the end of the folder, it's just impossible since it takes several seconds for all the icons to load. It's specially noticeable by scrolling down to the end of the files just after opening the folder with lots of pictures. My sisters and brother (who aren't regular Ubuntu users) were totally annoyed by this. Windows Explorer (and KDE's Dolphin) perfecly handle this kind of situations. I think it can be fixable by loading first all the icons in a fixed-size cell grid and then loading the thumbnails. I'm glad to see this nominated for One Hundred Paper Cuts, and I hope it can be solved. I reported the bug on GNOME Bugzilla, but there's not have been a clear response.
