Workaround - create blank files on the removable drive named ".Trash-1000", ".Trash-1001", and so on as needed. Since it cant create a folder because a file already exists with the same name, it asks if it can permanently delete. At least this worked for me with a FAT32 SD card.
Kind of awkward having to copy those files to every usb drive or SD card I have, but it is less annoying than the default behavior.
